In order to standardize the production license of liquid infant formula, in accordance with the "four most important aspects of food safety" "Strict" requirements, in accordance with the "Food Safety Law", "Food Production Licensing Management Measures" and other laws, regulations and national food safety standards related to liquid infant formula, the State Administration for Market Regulation organized the drafting of the "Infant and Young Children Formula Liquid Milk Production License Review Rules (Soliciting Comments) Draft)" (hereinafter referred to as the "Draft for Comments"), and will be publicly solicited for comments on November 1.
The "Draft for Comments" combines the characteristics of liquid baby products and focuses on the following aspects:
First, strict requirements for raw materials and auxiliary materials. Enterprises are required to have self-built (wholly owned or controlled) milk source bases, and raw milk should come from self-built milk source bases. The total number of bacterial colonies, somatic cell numbers, psychrotrophic bacteria, and heat-resistant spore limits of raw milk are clarified; packaging materials are required In addition to complying with relevant standards or regulations, its performance in blocking oxygen, light, etc. should be able to ensure stable quality during the shelf life of the product without affecting safety and product characteristics.
The second is to clarify the dynamic control requirements for production processes and clean work areas. Clarify the basic production process and key control point requirements of the aseptic filling process and post-sterilization process; require cleaning and sterilization of product contact surfaces, filling and packaging equipment, etc., to ensure that aseptic filling requirements are met; Stricter dynamic control requirements for cleaning work areas than infant formula milk powder have been formulated to reduce the risk of contamination of production products.
Third, strict verification requirements for sterilization equipment and sterilization effects are required. After the installation of the sterilization equipment, the sterilization process effect is required to be verified to ensure that the sterilization requirements are met; the sterilization equipment for the post-sterilization process is required to undergo a heat distribution test and verify that the heat distribution is uniform before use, etc.
Fourth, strict factory inspection requirements. Products are required to self-inspect all items batch by batch before leaving the factory; the commercial sterility effect is verified through insulation experiments before leaving the factory; if new production lines, new equipment, sterilization equipment are repaired and adjusted, or key sterilization parameters change, each batch All products at this time need to pass thermal insulation experiments to verify the commercial sterility effect.
